Bichhde Sabhi Bari Bari!!

Transfer and posting of ACIT in Gujarat Region.

Consequent upon the promotions of the ITOs to the Cadre of ACIT, meeting of placement committee was held at Ahmedabad on last Monday. Orders of Transfer and postings have been released on Tuesday. There are 13 orders, out of which 12 are of newly promoted.

Mr. Satish H Solanki ACIT Central Circle2(2), Ahmedabad has been shifted to CIT-7, Ahmedabad i.e. to the salary charge. It is on the request of Shri Solanki.

There are two new entrants also.
One is Mr. Deba Brata Datta from Rajasthan, he is posted as ACIT(HQ) to CCIT-IV, Ahmedabad and
Mr. N K Goel from UP(West), posted in the DGIT(Investigation) at Ahmedabad. We Welcome both in Gujarat, the land of Mahatma, land of peace, non violence and brotherhood. We hope that both of them would enjoy their stint in Gujarat.

Other noteworthy postings are:

Mr. S L Katara -ACIT-Patan,
Mr. R L Sadhu ACIT-HQ(PR), Ahmedabad, he was ITO(PR) prior to his promotion also.
Mr. Shibaji Simlai - Posted in DGIT(Investigation), Ahmedabad. He was also ITO(Tech) to the DIT(investigation) since last 3 Years.

Others who have been retained Gujarat Region on educational ground/spouse grounds have been allowed to continue at the same stations.

Postings orders in Mumbai and Karnatak have been passed.
Placement committee meetings are said to be held on 30th i.e. today in Rajasthan and Pune Charges.

Mr. R. K Madanlal and Mr. Dilip K Shah of Gujarat posted in Mumbai region have been posted as ACIT(OSD) to the CCIT(CCA),Mumbai and ACIT(HQ) to CIT-V, Mumbai respectively.

Ms.Rajni Gohil from Gujarat is posted in Karnataka Region, her detailed posting is not known.

Seven officers from Gujarat are going to Rajasthan and two are going to Pune.

We wish all our colleges very best for their new assignments.

It is the occasion of great joy no doubt but still there is a little sorrow also of losing the company of friends with whom we spent beautiful, wonderful and unforgettable times.

Transfer/Postings How Much Transparent?

"In order to bring greater efficiency, effectiveness and transparency and also to provide better opportunities to officers for excellent and proper career planning, appropriate placement/transfer guidelines are vital ingredients."

The above is the philosophy behind the Transfer/Placement Guidelines for IRS officers formulated by the Directorate of Human Resource Development of the CBDT.

The question is how much this philosophy is put in to practice while transfers and posting.

Every time when the DPC of any cadre is conducted, the CBDT calls for options from the officers who are in the zone of promotion for their postings with direction to indicate maximum of three CCIT(CCA) Regions in order of their preference to facilitate the Board to decide their postings.

What is the policy for considering the three options given in the order of preference by the officer is not mentioned in the Transfer/placement guide line.

Para 4.5 of Transfer/Placement Guidelines dated 16/02/2010 states as under
Quote "4.5 In case the number of officers opting for posting to a particular Region/station exceeds the number of vacancies available in that Region/station, the postings will be decided in the following manner:
(ii) Officers who have never worked in that particular Region/station will be given first preference for posting there and
(ii) Officers who have worked for lesser duration in that Region/station will be considered thereafter"

The above para means that if in a particular Region vacancies are more than the officers opting for that particular Region all officers opting for that particular region should be posted in that Region.

This,however, is hardly followed while passing the Transfer and Posting Orders. The officers are not given posting of their first choice even if there are enough number of vacancies in the Region of their first choice.

For Examples many Income tax officers from Gujarat Charge have given Mumbai as their first or second choice . There were sufficient number of vacancies in Mumbai Region and these officers have never worked in Mumbai Region but they have not been posted in Mumbai.

Why?

What is the meaning of order of preference then?

Secondly, many officers from Gujarat have given the first preference to Mumbai but only two officers have been posted in Mumbai. On what grounds others are not given the posting of their first preference?

What criteria have been applied to decided this?

Almost all the officers are given the posting in the Region of their third choice even though there are vacancies available in the Regions of their first/second choice. This kind of approach is against the objectives to bring greater efficiency, effectiveness and transparency and philosophy to provide better opportunities to officers for excellent and proper career planning laid down in the Introduction of the Transfer Guide lines dated 16/02/10 issued by the Board itself.


Proper Clarification in the transfer policy is required on this aspect.

Transparency is also expected while considering the options given by the officers.

LOHA LOHE KO KATTA HAI!!!

It is learnt from sources that the Principal Bench of CAT New Delhi has given a green signal today to the promotions of the DCIT to the Cadre of JCIT. A few days back some Direct Recruit IRS officers filed petition before the Principal Bench of CAT regarding fixation of their interse seniority with Promotee IRS Officers of 2001 batch. Though the petitioner Direct Recruit Officers are Junior to the Promotee officers of 2001 batch they want their seniority to be fixed in between.

It is now becoming a regular feature that every Panel for promotion has to pass through three clearance viz., C R (Bench Mark) Clearance, Vigilance Clearance (not once not twice but thrice) and the clearance from CAT. The trend is clear indication of poor human resource management. Either rules are not formulated properly or they are not implemented in true spirit. The problems regrading seniority have mainly arisen in the cadres of ITOs and ACsIT on account of mass promotions due to cadre restructuring in 2001. This is because in both the cases two groups viz cadres of ITOs of different states or the promotee and direct recruit ACs are merging together. The process of merger and rules governing the mergers seems to be at fault.

Our leaders, however, have found out a wonderful solution to this problem. According to them problem of inter state Seniority of ITOs promoted in the cadre restructuring of 2001 would be resolved automatically when the next Cadre Restructuring would be implemented.
This is called LOHA LOHE KO KATTA HAI.

Vincent has a Point!

We think Vincent from Mumbai in his on last post has raised a valid point that.............

"What is the fate of the commitments given by the Board when the agitation was withdrawn"


The ITGOA leaders while withdrawing the strike had stated (Pl read Sec Gen Email on ITGOA TNPs blog) that the member (P) has promised that the Board will issue minutes of the meeting dated 31/08/2010(wherein the so called promises were given) within a week. Today 22 days have passed but no such minutes have been issued so far by the Board. It is now suspected as to whether any promise was given by the Board in the said meeting of 31st August or not?



As regards interest of moderators on the issues other than ITO to ACIT promotion it is true that we are unable to issue post regularly since last few days but we are keeping an eye on all the issues concerning all the member officers of ITGOA of all cadres and we will issue post on such issues at appropriate time.

Nothing significant is happening in the Board with regard to DPC of ITO to ACIT for 2010-11. The concerned ITOs seems to be engaging themselves in the internal fight on their inter-se seniority problems. Shri G M Chauhan President of ITGOA Gujarat along with several ITOs of 2001 batch met the Member(Revenue)Shri Durgesh Shanker at Ahmadabad and handed over a representation with regard to the irregularities in the latest all India seniority list of ITOs. According to this representation in many CCIT (CCA) regions undue advantage has been given to the officers of their regions with regard to "deemed date of joining". The representation also seek to adopt a uniform policy with regard to the "date of joining" for all the regions. If the suggestions made in the detailed representation of ITGOA Gujarat are accepted and implemented there will be quite a big reshuffle in the inter se seniority of the 2001 batch ITOs.


The seniority issue of 2001 batch is very sensitive and would lead to a series of litigations which may cause inordinate delays in promotions, if it is not handled properly. The Association and the Board needs to handle the same very carefully and tactfully.It is in the interest of all that the same is resolved, amicably, as early as possible.

"MODEL CALENDAR FOR DPCs
As per the DOP&T OM No. 22011/9.98-Estt.(D) dated September 8, 1998, the panels for promotion of officers should be drawn in such a way so that the recommended officers could be promoted soon after the vacancy becomes available. For that purpose, the administrative Ministries /Departments are required to send to the UPSC, DPC proposals complete with all relevant documents /information by July 15 of the year preceding vacancy year in case the vacancies are calculated on financial year basis and by April, 15 if the vacancies are calculated on calendar year basis. This time schedule is in respect of cases where approval of the Appointments Committee of the Cabinet (ACC) is required. In respect of non-ACC cases, complete proposals are required to be sent to the Commission by July 31 of the year preceding the vacancy year where the vacancies are calculated on financial year basis and by April 30 if the vacancies are calculated on calendar year basis. All existing and clear expected vacancies in the concerned grade as well as chain vacancies on account of retirement etc., in the higher grades which can be clearly anticipated in the same vacancy year should be reported to the DPC. It has further been provided that since the DPC would be convened in the year preceding the vacancy year, the DPC may have to consider some of the officers who are to retire in the vacancy year itself and there may also be similar other eventualities. Therefore, in order to have effective panels, DPC may have to provide for an extended panel subject to the parameters prescribed vide DOPO&T OM No.22011/18/87-Estt.(D) dated April 9, 1989."

The Day After!!!

Dust is settling down slowly, the Euphoria is dying down gradually. The day after the promotion orders were uploaded, the officers who are promoted suddenly found themselves the busiest lot accepting congratulations from all quarters. The mobile phones kept on ringing from 9.30 PM of 17th Sept and are still ringing. All the friends, relatives,bosses present and past, colleagues, subordinates, well wishers so on and so-forth heartily congratulating these men of the hour.

However, it is also an occasion of JYADA KHUSI but THODASA GUM. for some of the officers. The orders brought lots happiness for them and their families but little sorrow also. Many may not be lucky to get the posting of their own liking out of their three choices. On the other hand for a few it was like KHUSHIYAN HI KHUSHIYA. With the promotion they also got the Region of their prime choice. It is like Sone pe Suhaga. Happiest are the people who got the postings in their parent regions. Lots of exception/relaxations are made in the posting orders. It is good to see. The benefits of relaxation, however, should be granted in every deserving case. Those who did not get their prime choice should not loose their hearts. If one do not get the thing of one's choice, he or she should choose what they have got.

Some are in little confusion also. The posting orders in respective CCIT(CCA) charges would take a few more days.Meanwhile, the Shraddh Paksha is beginning on 22nd Sept. The period of 15 days is considered inauspicious for any new beginning . On the other hand promotions is long awaited occasion. So, to join during these period or not is a question for religiously inclined people.

Will it be Today?

Will it be today?????

One of our friends would SMS above question to all his friends every morning from the day the Chairman came back. We all would then strive the whole day finding the answer. Nobody has a definite answer. Yesterday, one another friend ventured to pose the above question to our beloved CHQ Leader. The response from Netaji disturbed our dear friend so much so that he could not sleep whole night. Netaji informed him that the file is awaiting approval of MOS, who is not in the office since last 2 days. On further insistence, Netaji got little bit irritated and told that it may take one week, one month or one year Now it seems that after withdrawal of agitation by the JCA, the Netaji is feeling the burden of Netagiri. Our poor friend who was very restless over delay in getting promotion orders posed some uncomfortable questions. The Netaji then opened the secret that the ITGOA was forced to agree upon the withdrawal by ITEF. He was all alone against 4 leaders of ITEF and was afraid of them so he agreed, the Netaji revealed.

Jokes apart the latest that is coming from North Block is that the MOS is back in the office today after noon and the file has gone to him for necessary approval....

Probably my friend would find his answer tonight or tomorrow!!!!

The Last Fear.

Today the last fear also went away. The Allahabad High Court did not grant the ill wish of Rajeev Mohan. Finally, the truth prevailed. “Time” is inching closer; we are heading closer and closer to the destination to which many of us are very keen to reach, as early as possible. And, why not? After all, the journey took 14 long years to reach us from one point to another. It is almost one fifth of our average life span. The wait after 11-12 years is like a punishment without commitment of any crime.

Around 59 officers would be the worst suffers among the 160 odd. They could have been promoted in year 2008 itself but for some wrong calculation of vacancies they have to wait for two more years and are still waiting. Will they be compensated for the loss they have suffered for no fault of theirs? They are at a loss of seniority, pay and the most important thing the loss of two years in their careers.

This is only one of numerous instances of injustice being done to us in the Department which we believe is our Department as much as it belongs to any other section of employees. So, some questions which haunt us time and again in this back drop are:

Are we “second class” employees of the Government?

Why attempts are made to prevent us from reaching the top?

Why are we always been ill treated when it comes to promotion and inter-se seniority with DR officers?

Aaj Din Bhar

Today was one of the most exciting days.

People were in constant touch.

Eager to know about the status of "the file". Whole day exchange of news, mostly, hearsay, kept on flowing from one corner of the country to another.
We also tried to know the exact status of the file from one of our senior leaders.
He is confident that the promotion orders would be released latest by tomorrow evening.Let us pray and hope that he is right.


The another issue in discussion today was the order of ACIT to DCIT.
The point of discussion is....
Why some 30 promotee IRS officers of 2006 batch who were at the bottom of the list have not been promoted to the cadre of DCIT though they are eligible for promotion?
Many of the senior officers were seen fuming over such a discriminatory order and expressing their displeasure over the withdrawal of Agitation by the JCA prior to fulfillment of even one single small demand.

The infamous Rajeev Mohan Case was also some what in news. The case has been fixed for hearing in the Allahabad High court for the Admission of writ.

We have been expressing concerns through our posts aimed at our Association.
We are glad to finally see some official response form Association to our post.

As regards the comment of the ITGOA, we understand that it is not a question of "size of a sample" it is a question of a general feeling that prevails throughout the nation amongst Membership of our Association.

Though, the votes may be very less but the blog being followed by the members all over country and even by members who are at present out of country, the poll results represent the opinion which is prevailing all over the country.

However, if the Association is not satisfied with the poll result, we suggest and request the Association to conduct a similar poll on its official website because the same is likely to be followed by more members than our blog. We are sure that the sample would be larger in size and would reflect the correct opinion. We will be more than happy if the opinion comes in favour of JCA's decision.

The result is no surprise, thumping 88% of the voters said "No".

It is a Big NO, now the leaders have to think how much support they find when they decide important issues without taking in to consideration the feelings of a large section of the Membership.

Kahani Mai Twist

Yesterday, we wrote in our Blog that file is with MOS. Unfortunately we were not right. The story is that the Chairman was in the office yesterday at 10.30. a.m. sharp, after his foreign visit. The file was put up. He went to Revenue Secretary at around 1.00 P.M.By that time R.S. left the office for his half day leave. Thus file came back to the CBDT. This is the story that was heard in the corridors of North Block. The twist in the Story however is that the Board was aware of the Revenue Secretary's half day's leave.

Some says that file is retained for reconsideration of placement?

We apologies all our friends for the mistake in our yesterday's Post.

In any Case the Wait is still on..........

Kya Khabar Hai?

One more week ended. The wait is still not over for 160 odd people all over the country. This has been a very long and tiresome wait. Since last few months, each week would start with a new hope, a new rumor and would end with one more disappointment for many of us. End of this week is slightly different. Today was a Holiday here in Gujarat. So we are enjoying a little longer weekend. The background this week is strong. The process upto the meeting of placement committee is over, the Chairman is back in his office and the file has moved to the office of MOS. So the wait today was for the file to return to the Board.

Friends and colleagues were on the JOB.They were logged on to irsofficersonline for the whole day. We were asking each other " Kya Khabar Hai?" But nobody has the sweet answer which every body would like to listen "Order Ho Gaya".....

PUBLIC APPEAL TO SHRI SHANTI KUMAR PRESIDENT AND SHRI RAJESH MENON, SECRETATRY GENERAL OF ITGOA

It is learnt that Rajeev Mohan ITO of UP (West) has served copies of 460 page writ petition on three caveators. Rajeev Mohan has filed or is going to file an appeal in the High Court of Allahabad against the order of CAT by which Special Heavy Penalty of Rs. 10,000/- was levied upon him for misleading the Court. It is also learnt from reliable sources that he is trying to get the hearing of his petition fixed on Monday, 13th September itself and to get an interim injunction on promotions.

We, therefore, through our blog want to convey our concern to our beloved CHQ leaders. We understand that they are well seized off the latest developments and its possible undesirable implications. The interest of the person, who is trying to create trouble, is in no way going to be affected by the forthcoming promotions of ITOs to ACsIT. It would rather be in the interest of a larger section of the members of our Association that the promotion orders are released by this week end only. It is possible. The CHQ leaders with the co operation of the administration can make happen. The Leaders should immediately brief the acting Chairman/members of the Board about the liquid situation and should request them to expedite the promotion orders to avoid further delay which may be caused by fresh judicial intervention.

We also appeal our Administration through this Post to give a sympathetic consideration to any request on the above lines,if made by our beloved Leaders.

It is therefore expected that the leaders would address our concern and would also enlighten all of us through this very BLOG by uploading their views right below this post.

Double Standards???

References of the ITGOA and its leadership made in the ITEF's circular no 34 dated 03/09/10 and 35 dated 06/09/10 are unfortunate and unwarranted.

The leaders of ITEF believe that the decision of the ITGOA not participate in the strike of 7th September 2010 has created difficulties for them.The ITEF believes that the ITGOA's decision not participate in the strike has brought about an adverse situation for them (for the success of the strike?)and also holds the ITGOA responsible for the same.

The ITEF's bitter remarks are suggestive of their attitude not to respect and honour the decisions its sister organization. The ITGOA has taken a correct decision by sensing the pulse of its membership all over the Country. In our opinion the leaders of ITGOA have acted in a sensible manner this time. The membership of the ITGOA is more matured and far more senior than that of ITEF and is capable to differentiate between the right and the wrong.

The observations of the ITEF in circular no. 34 dated 03/09/2010 are more derogatory. This circular is about the withdrawal of the Agitation under the banner of JCA. The ITEF states as under:
"We are aware of the difficulties and challenges in many charges due to the organisational weakness of our sister organisations and the concerted efforts on the part of some of its leaders to indulge in irrelevant and irrational propaganda to camouflage their organisational inability to make their members to participate in such historic struggles."

The democratic freedom of expression available to the members of ITGOA is highly misunderstood by the ITEF. The Members of the ITGOA are well educated and well informed. The observation of ITEF should be construed as an interference in the internal matters of our organistaion by an 'outsider. Our CHQ leaders should lodge a strong protest against such an unwarranted interference, if they feel it as "offensive remarks" like we do.

As far as ITEF's decision to participate in so called "historic straggle" is concerned it reveals Double Standards. On the on hand the agitation of JCA has been withdrawn without any concrete results and on the other hand they are taking part in today's strike for so called "greater cause". The account of the meeting with member (P)given in the aforesaid circular (for details please refer ITEF's website)only indicates only the status of pendancy of each demand/issue, except the demand for Examination Rules. The cause of its members seem to have been kept aside for the so called "greater cause" which a large chunk of its membereship would be unaware of.

The ITGOA TNP has rightly termed the strike of 7th as "politically coloured"

Finance Minister's Advice, Will they now heed?


"I would like to see that a model time frame for conducting the DPC is developed and followed strictly. Both the Departments should aim to become a model employer, which provides equal opportunities and equity in true sense. I have noticed that transfer orders of the officers are issued in mid of the year, which affects not only the officers, but also the Department. The officer has to shift his family and children in the mid of the in the mid of the year from one charge to the other charge, the continuity and time available is reduced considerably. This adversely affects achieving the targeted revenue. This can be avoided by ensuring that all the Annual General Transfers are carried out by both the Boards by the 2nd week of April.The regional orders by the respective Chief Commissioners should be completed by end of April every financial year.This will reinforce the confidence of the employees in our system and we can demonstrate by action that we actually care for our employees. I am confident that both the Board can calibrate their long term human resource polices to achieve the above objectives,"

These are the words of Hon'ble Finance Minister, Shri Pranab Mukherjee. As per a news report published on Tax India Online while addressing a meeting of officers of the two main central revenue departments on 01/09/2010 at Mumbai, hon'ble Finance Minister Shri Pranab Mukherjee, once again advised both the Revenue Boards to improve human resource management to meet the raising expectations of the officers and the staff.He pointed out that improvement in holding DPCs is not satisfactory.He stressed the need to hold DPCs well in advance to keep the employees motivated and eager to perform their responsibility in the service of the Nation. The FM also observed that the Cadre Restructuring is also overdue and that it should be expedited to complete in a time bound manner.

Friends, we are fortunate to have a person like him at the top of our organization. The Finance Minister is a perfect gentleman. His criticism for the status of Human Resource Management in our Department is in very polite manner. Otherwise as we all know no body is happy today. The processes of conducting DPCs in most of the cadres are not done in a smooth and timely manner. The calendar prescribed in this regard is not followed. Recent examples are as under;

# The promotion orders of the ITOs to the cadre of ACIT are not made since October 2008.

# The DPC of ACIT to DCIT is pending since very long.

# The DPC of DCIT to JCIT is lingering for many moths. The benefit of relaxation for minimum period of service in the cadre of DCIT given by the DOPT to the ACITs of 2000 batch has been probably been washed away by the delay. If it has happened so it can be termed as criminal negligence.

# The proposal for the promotion of Addl.CsIT to the cadre of CIT was sent on ad-hoc basis a few months back. The same is said to be also not getting through for quite a while.

The above instances are indicatives of the level of cadre management at the top of our organization. The DPCs and promotions seem to the last priority. Delays in the giving promotions has caused wide spread filling of frustration in the ranks and foils and throughout the cross sections of the Department.Due to which, as rightly pointed out by the F.M., the work of the Department has suffered a lot. Many of us have become like passengers waiting on a railway platform to catch a delayed train, simply waiting doing nothing. Aren’t we?

Whatever may be the reasons for the delays, it seems that at present nobody holds moral responsibility for the work (DPC/Promotions) they have specially been appointed to perform. Over the past few years the situations have been allowed to escalate so much so that the employees and their associations are pushed to the path of agitations and strikes almost every year. (Premature withdrawal of agitations by leaders is a different issue though). Though, often we boast of being among the best managed Departments, it is highly unfortunate that the person of the stature of the Finance Minister has to point a finger on a very routine affair like timely DPCs and transfers.

The FM’s desire for both the Departments (CBDT and CBEC) to aim to become a model employer, which provide equal opportunities and equity in true sense is also significant in the background of the feeling shared amongst the Group B officers and the promotee IRS officers. It is now the responsibility of our Association to see to it that the above desire of Hon’ble F M is put in to practice in letter and spirit by the Administration. We are hopeful that the word of the Finance Minister does not go unheard this time.

From the speech of the F.M. one thing is for sure, he is well informed about the affairs of our Department, especially the hardships faced by the officers and staff. Full marks for that Sir! The speech is appealing to all of us! Hope the same appeals the people for whom it has been meant!!!!

Qn: What are the thumb rules for a layman to take care of his heart?
Ans:
1. Diet - Less of carbohydrate, more of protein, less oil
2. Exercise - Half an hour's walk, at least five days a week; avoid lifts and avoid sitting for a longtime
3. Quit smoking
4. Control weight
5. Control blood pressure and sugar

Qn: Is eating non-veg food (fish) good for the heart?
Ans: No

Qn: It's still a grave shock to hear that some apparently healthy person
gets a cardiac arrest. How do we understand it in perspective?
Ans: This is called silent attack; that is why we recommend everyone past the age of 30 to undergo routine health checkups.

Qn: Are heart diseases hereditary?
Ans: Yes

Qn: What are the ways in which the heart is stressed? What practices do you suggest to de-stress?
Ans: Change your attitude towards life. Do not look for perfection in everything in life.

Qn: Is walking better than jogging or is more intensive exercise required to keep a healthy heart?
Ans: Walking is better than jogging since jogging leads to early fatigue and injury to joints

Qn: You have done so much for the poor and needy. What has inspired you to do so?
Ans: Mother Theresa , who was my patient

Qn: Can people with low blood pressure suffer heart diseases?
Ans: Extremely rare

Qn: Does cholesterol accumulates right from an early age
(I'm currently only 22) or do you have to worry about it only after you are above 30 years of age?
Ans: Cholesterol accumulates from childhood.

Qn: How do irregular eating habits affect the heart ?
Ans: You tend to eat junk food when the habits are irregular and your body's enzyme release for digestion gets confused.

Qn: How can I control cholesterol content without using medicines?
Ans: Control diet, walk and eat walnut.

Qn: Can yoga prevent heart ailments?
Ans: Yoga helps.

Qn: Which is the best and worst food for the heart?
Ans: Fruits and vegetables are the best and the worst is oil.

Qn: Which oil is better - groundnut, sunflower, olive?
Ans: All oils are bad .

Qn: What is the routine checkup one should go through? Is there any specific test?
Ans: Routine blood test to ensure sugar, cholesterol is ok. Check BP, Treadmill test after an echo.

Qn: What are the first aid steps to be taken on a heart attack?
Ans: Help the person into a sleeping position , place an aspirin tablet under the tongue with a sorbitrate tablet if available, and rush him to a coronary care unit since the maximum casualty takes place within the first hour.

Qn: How do you differentiate between pain caused by a heart attack and that caused due to gastric trouble?
Ans: Extremely difficult without ECG.

Qn: What is the main cause of a steep increase in heart problems amongst youngsters? I see people of about 30-40 yrs of age having heart attacks and serious heart problems.
Ans: Increased awareness has increased incidents.. Also, sedentary lifestyles, smoking, junk food, lack of exercise in a country where people are genetically three times more vulnerable for heart attacks than Europeans and Americans.

Qn: Is it possible for a person to have BP outside the normal range of 120/80 and yet be perfectly healthy?
Ans: Yes.

Qn: Marriages within close relatives can lead to heart problems for the child. Is it true?
Ans : Yes, co-sanguinity leads to congenital abnormalities and you may not have a software engineer as a child

Qn: Many of us have an irregular daily routine and many a times we have to stay late nights in office. Does this affect our heart ? What precautions would you recommend?
Ans : When you are young, nature protects you against all these irregularities. However, as you grow older, respect the biological clock.

Qn: Will taking anti-hypertensive drugs cause some other complications (short / long term)?
Ans : Yes, most drugs have some side effects. However, modern anti- hypertensive drugs are extremely safe.

Qn: Will consuming more coffee/tea lead to heart attacks?
Ans : No.

Qn: Are asthma patients more prone to heart disease?
Ans : No.

Qn: How would you define junk food?
Ans : Fried food like Kentucky , McDonalds , samosas, and even masala dosas..

Qn: You mentioned that Indians are three times more vulnerable. What is the reason for this, as Europeans and Americans also eat a lot of junk food?
Ans: Every race is vulnerable to some disease and unfortunately, Indians are vulnerable for the most expensive disease.

Qn: Does consuming bananas help reduce hypertension?
Ans : No.

Qn: Can a person help himself during a heart attack (Because we see a lot of forwarded emails on this)?
Ans : Yes. Lie down comfortably and put an aspirin tablet of any description under the tongue and ask someone to take you to the nearest coronary care unit without any delay and do not wait for the ambulance since most of the time, the ambulance does not turn up.

Qn: Do, in any way, low white blood cells and low hemoglobin count lead to heart problems?
Ans : No. But it is ideal to have normal hemoglobin level to increase your exercise capacity.

Qn: Sometimes, due to the hectic schedule we are not able to exercise. So, does walking while doing daily chores at home or climbing the stairs in the house, work as a substitute for exercise?
Ans : Certainly. Avoid sitting continuously for more than half an hour and even the act of getting out of the chair and going to another chair and sitting helps a lot.

Qn: Is there a relation between heart problems and blood sugar?
Ans: Yes. A strong relationship since diabetics are more vulnerable to heart attacks than non-diabetics.

Qn: What are the things one needs to take care of after a heart operation?
Ans : Diet, exercise, drugs on time , Control cholesterol, BP, weight.

Qn: Are people working on night shifts more vulnerable to heart disease when compared to day shift workers?
Ans : No.

Qn: What are the modern anti- hypertensive drugs?
Ans : There are hundreds of drugs and your doctor will chose the right combination for your problem, but my suggestion is to avoid the drugs and go for natural ways of controlling blood pressure by walk, diet to
reduce weight and changing attitudes towards lifestyles.

Qn: Does dispirin or similar headache pills increase the risk of heart attacks?
Ans : No.

Qn: Why is the rate of heart attacks more in men than in women?
Ans : Nature protects women till the age of 45.

Qn: How can one keep the heart in a good condition?
Ans : Eat a healthy diet, avoid junk food, exercise everyday, do not smoke and, go for health checkup s if you are past the age of 30 ( once in six months recommended) .

DIL BHELANE KE LIYE KHAYAL ACHHA HAI GALIB!!!

Many Many Congratulations to our CHQ leaders for their mastery in drafting mails which gives solace to thousands of hearts all over the country (this time) for at least a week (Civil List) or till 15th September(Promotions of ITOs to AC and Ac to DC) or 20th to 25th September( DPC of DC to JC)!But, Sirs, you have no Idea what will happen when those thousands of hearts would break at a time.

The sweet word "Assurance " seems to be ours favorite recipe. The Board serve this recipe in our plate whenever they want to please us. Seeing this mouthwatering stuff being served, under the obligation of kind hospitality all our anger, vigor and aggression melts within no time. We give them time to breath.

# What were they doing all these time?
# Were they not breathing since more than last one year when our leaders called off the Agitation in 2009 ?
# Did we really choke them this time so much so that they need time to breath?
# Do the membership need time to breath?

The answers to first three questions are better known to our great leaders. We being apart of membership can really answer the last one. Membership really need time to breath in an open air of freedom. Freedom from mere "Assurances". Freedom from the feeling of "oh ! not again my sir"
So Hoping to have a "Breath of Relief" Lets Keep Our Fingers Cross!!!!

Are We Taken For Granted ???

The CHQ leaders have once again betrayed its members by calling off the agitation merely on the basis of so called assurances. It is a wide spread feeling here in Gujarat that the Agitaiton should not have been withdrawn abrputly without fulfilment of our Demands. We had expressed our apprehensions regardig the same to Mr Rajesh Menon the General Secretary while he was on his mobilisation visit for the very same Agitaion in Gujarat in the month of June 10. OUR WORST FEARS HAVE COME TRUE. The leaders of CHQ and JCA seems to have become only PUPPETS in the hands of Administration. The members of ITEF should also go to their leaders and seek their explanation. We request ITGOA, Gujarat Unit not to participate in the strike call on 07/09/2010.
