Sub: Inordinate delay in holding DPC for promotion to the post of ACIT – regarding

Dear friends and Colleagues,

We the below named senior most ITOs of Gujarat region crave liberty to convey our regards and best wishes to all the ITOs of your region. The purpose behind sending this communication to all of you is to create awareness amongst ourselves regarding injustice that has been meted out in giving promotions to us to the cadre of ACIT. To delay the DPC beyond the limit of tolerance is now becoming a regular feature. Holding DPCs biannually seems to be a regular practice as last DPC was held in 2008 and that too was for two years. As we know DPC for R.Y. 09-10 has been kept on hold for no cogent reason since last few months. Leaders at the central HQ have a crucial role to play in getting the DPCs conducted as per the calendar prescribed by the UPSC. We here in Gujarat have been in constant touch with the all India president of ITGOA since last 6 months or so. We have time and again conveyed our concerns telephonically as well as by sending SMS. However the leaders have failed miserably to impress upon the authorities to stick to the DPC Calendar. It is now felt that leaders are disinterested in protecting the interest of the members or rather they have their own agenda.
2. We were being told again and again that the Secretary General ITGOA is actively pursuing this matter and in this connection he has visited New Delhi more than 100 times. This fact is also reiterated in the minutes of the General Body meeting of ITGOA held at Hyderabad. However no meaningful purpose seems to have been served despite more than 100 visit of the Secretary General. Do these 100 visits to New Delhi at the expense of the members, reflect the commitment of the leaders or does it reflect the utter incompetence of the leaders, is a question which any honorable leader should answer at the earliest. However no official communication regarding the steps taken since last six months, progress made and so called hurdles faced leading to inordinate delay of DPC has been given by the ITGOA till date. In fact the Web-site of the ITGOA has never been updated since past couple of years. On the hand the web-site of ITEF is updated regularly.
3. The other most important question which requires to be answered is that why despite these 100 sponsored visits, the same leaders could not ensure a simple error free proposal to UPSC, which is being again and again returned back due to defects. The inordinate delay is not only leading to uncertainty and causing mental hardship to senior ITO’s who are on the verge of promotion but many ITO’s have also been deprived of promotion as they have retired without getting promotion, which was their fundamental right. It is seen that since April, 2009 42 ITO’s who were in zone for consideration of promotion have retired without getting promotion. Not only this the delay in promotion is also jeopardizing the future career prospects of all our colleague ITO’s for whom the wait for promotion is between 12 to 14 years. Many ITO’s in Gujarat will be completing 14 Years in the same post by the end of June, 2010.
4. Thus, it is now high time for all of us to be united and fight for justice. It is therefore, proposed that we insist for an Extraordinary General Body Meeting to be informed about the steps taken by our Association to secure our due career prospects and also decide about future course of action in light of unjustified delay tactics adopted by the CBDT. It is in the interest of all of us. Your cooperation in this regard is highly solicited and all the units of ITGOA are therefore requested to make collective efforts to get the Extra Ordinary General Meeting convened as early as possible and impress upon our leadership the need to get up from their slumber and act fast to secure the interests of its members.
5. In the light of above facts a notice to call for an Extraordinary General Body Meeting is being sent to the General Secretary ITGOA New Delhi simultaneously and he is being requested to appraise the members on the following point with documentary evidence.
1. Details and copies of correspondence made with CBDT and Office of the ADVI since April 2009 onwards with reference to DPC for posts of ACsIT for review DPC for RY 2008-09 and regular DPC for RY 2009-10.

2. Details of meetings held with Chairman CBDT, the Member P & V and the Under Secretary AD VI right from April 2009 onwards since we have been told again and again that Secretary General ITGOA has visited New Delhi more than 100 times in the last one year.

3. Date on which the composite proposal for DPC was initially sent to UPSC.

4. Date wise details of queries raised by the UPSC on DPC proposal and replies given by the CBDT/ AD-VI in this regard with documentary evidences.

5. Evidence regarding efforts made by the ITGOA for resolving the queries raised by the UPSC.

6. What action is being proposed to be taken by the ITGOA against the Officials who are responsible for sending defective proposals time and again.

7. What action ITGOA proposes to take against CBDT for their callous behavior for delaying the DPC.

8. Efforts made by the ITGOA to get the responsibility fixed for the inordinate delay for conducting the DPC which is in total contravention of rules framed by the UPSC.

9. Whether ITGOA has agreed for the impending Cadre Review of the Department and if so what steps have been taken by ITGOA to ensure that all existing vacancies are filled before given effect to the Cadre Review?

6. This letter is being sent to all ITGOA units of all the states along with a copy of proposal sent to General Secretary, ITGOA, New Delhi calling for an Extra Ordinary General Body Meeting of ITGOA. You are requested to kindly discuss this matter with all your colleagues who are on the verge of promotion and if they are also in agreement with what has been stated above and are also concerned about the inordinate delay of their promotion then a similar proposal, calling for immediate holding of EGM may moved from your side also. Sub : Inordinate delay in holding DPC for promotion to the post of ACIT – regarding


The below signed officers of Gujarat Unit, who only represent a cross section of large number of senior ITOs, who are on the verge of promotion to the cadre of ACIT are deeply distressed due to the inordinate delay in holding the DPC meeting for promotion to the cadre of ACIT. This letter is primarily intended to convey our deep anguish to the Executive Committee members of ITGOA in their failure to get issues resolved for conducting the DPC in time. It has been the practice in the past that DPCs to the post of ACIT are not being conducted by the CBDT on a regular basis on the basis of prescribed norms. Now it has been felt that even when proposal are sent, such proposals are submitted very casually not meeting with the requirements prescribed by the UPSC, as a result of which, the proposals are returned several times. We understand that the ITGOA, which is the only representative body of the promotee officers of the Department has done precious little to ensure that CBDT takes prompt action in conducting DPCs in time.

2. In the above background, we, along with several other members of other Units call upon the Secretary General of ITGOA to immediately convene an Extra Ordinary General Body meeting to inform the members about the steps taken by the Association to secure our career prospects and also to decide upon the future course of action in the present scenario.

3. We are hopeful that the Executive Committee of the Association will fully understand the gravity of the situation and issue a notice for convening the Extra Ordinary General Body meeting, preferably at Ahmedabad for the above purpose.

4. A copy of the letter addressed to other Units, in which we have shared our feelings is also sent herewith for information and incorporating in the agenda of the proposed Extra Ordinary General Body Meeting.
